Instructions
Combine ingredients over heat on medium and heat until all solids are dissolved, stirring frequently. Hold temperature for 10 minutes. Remove from heat and allow to cool until below 90 degrees. Add preservative and fragrance. While your conditioner is warm, pour it into bottles.
